This position is located in the U.S. Department of Agriculture's Office of the Climate Change Program Office (CCPO), Office of Energy and Environmental Policy (OEEP), Office of Chief Economist (OCE).

Duties
Applies knowledge of the qualitative and quantitative processes in the evaluation and assessment of programs and policies relative to climate change.
Studies such phenomenon as shifting weather patterns, increasingly frequent and severe storms, floods, droughts, wildfires, and greenhouse gas emissions.
Assist with many aspects of USDA’s climate change strategy, including providing technical support; conducting analysis on or providing support to climate change initiatives.
Recommends procedures and programs to reduce the adverse effect of climate change on the productivity of farms and forests.
Assists with economic policy analysis in the areas of agriculture, forest management and climate change, and/or development of science-based tools and information products that will help improve management of working lands in light of climate change.
As a result of studies and analysis, recommends changes as necessary to include designing and recommending management plans of action and training and development programs.
Advises managers and policy makers throughout the USDA and other agencies relative to the effects of climate change and recommends
establishment of programs and policy to minimize the negative impacts of such changes.
Interacting with counterparts in USDA science agencies including all mission areas and agencies including NOAA, DOI, etc.
Requirements

- Successful completion of one-year trail period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Specialized Experience: Applicants must meet the Specialized Experience requirements as shown below. Your application or resume must clearly show that you possess the specialized experience requirements.
At the GS-11 level: One year of specialized experience, equivalent to the GS-9 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as Program Analyst. For this position specialized experience is defined as experience: 1) applying qualitative and quantitative methods sufficient to assess the effectiveness and efficiency of the agency climate change program; 2) experience interpreting legislative and regulatory analysis; and 3) experience using data analysis tools and implementing a climate change program.
Education
EDUCATION SUBSTITUTION: Ph. D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education in finance, accounting, quantitative methods, public policy or other related areas leading to such a degree or LL.M., if related.
Education and Experience Combined
Education and experience can be combined to meet the minimum qualification requirements. For GS-11 position, a combination of specialized experience and graduate education which totals at least one year. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. Add the two percentages. The total percentage must equal 100% to qualify).
At the GS-12 level: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as Program Analyst. For this position specialized experience is defined as experience: 1) applying qualitative and quantitative methods sufficient to assess the effectiveness and efficiency of the agency climate change program; 2) experience interpreting legislative and regulatory analysis; and 3) experience using data analysis tools and implementing a climate change program, developing goals and evaluating program for purpose of improving efficiency and effectiveness.
At the GS-13 level: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position specialized experience is defined as experience: 1) applying qualitative and quantitative methods sufficient to assess the effectiveness and efficiency of the agency climate change program; 2) experience interpreting legislative and regulatory analysis; and 3) experience using data analysis tools and implementing a climate change program, developing goals and evaluating program for purpose of improving efficiency and effectiveness and recommending management corrective actions for Climate Program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
