This position is part of the IBC HRD Security and Drug and Alcohol Testing Div, Office of the Secretary of Interior. The incumbent will be responsible for coordinating and facilitating all pre-employment, random, reasonable suspicion/cause, post-accident, return to duty, and follow up testing.

Duties

Accomplishes all types (random, pre-employment, etc.) of testing; including scheduling, ordering, tracking, supervisor notification, and appropriate follow-up until test results have posted. Coordinates and arranges with field offices to notify employee(s) of selection for testing and arranging collection of specimens. Performs office administrative work including copying, filing, faxing, using computer software, and other automated systems to create and manage documents and files, create briefing charts, spreadsheets and slides; applying knowledge of spelling, grammar, punctuation, format, etc., to prepare reports, letters, memoranda, and/or review correspondence and documents prepared by others. Receive and distribute information from a variety of sources, answer administrative personal, refer professional matters to supervisors or to appropriate outside departments/agencies for desired information. Analyze and resolve discrepancies with specimen identification numbers, untimely collections, reporting of test results, chain of custody omissions, missing custody and control forms, affidavits, etc. Investigate delays in scheduling and reporting results. Work with customers, contractors, and staff to accomplish.

Qualifications

At the GS-11 level, you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: performing specimen collections where chain of custody is an integral part of the collection process; experience identifying customer-related problems and making recommendations to solve problems or coordinating with other parties to find a remedy; answering customer inquiries through phone, fax, and email to bring quick resolution to issue; applying laws, regulations, policies or procedures when solving customer requests; and intermediate level experience with Microsoft Office Suite of applications; especially Excel (or Google Sheets).; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.; OR C. A Combination of education and experience as list above. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
