This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Budget Analyst, you will provide advice and guidance on the budget process and analyze a variety of highly complex budgetary operations and functions.
Duties
As a Budget Analyst, you will:
Make significant contributions to long-range program budgetary strategic planning and performance metrics efforts to forecast and effectively plan for and implement complex budgetary activities.
Manage the comprehensive development and timely issuance of policies, standards, resource budgetary guidance materials (e.g., program budget guidance, budget instructions and other guidelines) for use by other budget analysts or financial personnel within the assigned organization.
Present program budget briefings to senior officials.
Lead the preparation and analysis of a variety of complex budgetary and financial reports for the assigned area.
Provide oversight of DOE budgeting activities to ensure the appropriate and efficient use of approved funding to prevent over or under spending of approved funding.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Provide advice and guidance to program managers/officials on all aspects of budget areas to ensure consistency between programs.
Research budget issues resulting from analysis of program requirements to recommend resolutions.
Monitor the execution of the approved budget to ensure all obligations, expenditures, and disbursements meet requirements and sufficient funds are available.
