Duties
The Information Technology (IT) Specialist position is in the Office of the Executive Director located in Washington, DC. The incumbent reports directly to the Chief Information Officer. The IT Specialist applies a series of different and unrelated processes and methods, decides what needs to be done based on analyses of the subjects and issues related to assignments, and selects the appropriate course of action from many acceptable alternatives.
Duties performed:
Facilitates and supports appropriate IT solutions for the migration of the user systems and applications to OSHRC's cloud offerings (Microsoft Azure Active Directory).
Administers office automation activities to include the Local Area Network (LAN) system, and as such, provides day-to-day user support and systems maintenance: upgrades system software, inserts LAN interface cards when required, makes repairs, and assists staff in the advanced use of microcomputer and appropriate software.
Supports the technical planning, analyzing, designing, developing, testing, configuration, integration, installation, implementation, quality assurance, maintenance, and management of network systems used for the transmission of information in voice, data and/or video.
Provides both formal and informal end-user training on a variety of automation topics to include data communication techniques, the use of standard agency software tools (e.g., Microsoft office software suite), and local area networking (LAN concept).
Provides input on the processing and acquisition of equipment, software and services, the disposition of equipment and maintenance, and reconciliation of hardware and software inventories.
Qualifications
GS-11: Applicants must demonstrate that they meet the Experience or Education requirements below:
IT Competencies:
You must have IT-related experience demonstrating each of the following four competencies:
(1) Attention to Detail- Examining whether IT activities follow organizational guidelines;
(2) Customer Service - Assisting with changes to IT systems;
(3) Oral Communication- Clearly communicating goals and expectations for IT projects/program activities; and
(4) Problem Solving- Examining data to assist in developing solutions to IT problems.
AND:
Specialized Experience: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Identifying IT systems issues to support senior specialists in preventing recurring problems;
Escalating and/or communicating IT problems in response to customer reported incidents via trouble tickets; and
Using knowledge of CLOUD database design deployment and configuration to support the maintenance of program data.

OR:
Education: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management from an accredited college or university or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You must attach a copy of your transcripts (official or unofficial) to support your claim).
