Summary: This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Acquisitions and Procurement Directorate (AQD).
Duties
Lead a staff of Acquisition Specialists and manage a range of post contract administration actions required to properly monitor and manage contracts activities including procurement documents and processing payment of invoices.
Manage surveillance activities for awarded contracts and contractors. Observes contractor performance for acceptable levels in terms of security, quality, timeliness, customer satisfaction, and other provisions essential to government operations.
Reviews a variety of forms, reports, data, and other administrative records and files to secure information that substantiate compliance with contracts.
Develops program processes and supervises program staff for proper acquisition management and post contract award activities. Prescribed standards for customer service, and items purchased, and installation and maintenance of those contracted items.
Provides guidance in terms of policy and technical direction; performs long range planning of technical activities and monitors and coordinates efforts of contractor’s oversight activities.
Reviews and monitors assigned work based on priorities, requirements, and capabilities; reviews work for timeliness, thoroughness, and technical quality.
Coordinates contract award and administrative actions with the Components receiving support and the Financial Management Office as required to ensure proper administering and posting of contract funding.
Provide oversight guidance to agency COR management program and evaluate program compliance with applicable guidance.
Manage and provide oversight for the simplified acquisition purchasing activities and processes using the Government Purchase Card.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Must possess certifications under Defense Acquisition Workforce Improvement Act (DAWIA) at hiring or obtain within 24 months after hiring.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience Definition: Applicants must have one year (52 weeks) of specialized at the GS13 level in the federal government or equivalent.
Specialized Experience is defined as: Experience in federal acquisition and procurement in any of the following areas; acquisition, procurement or contracting.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
