This position serves as the Branch Chief of the Policy Office in the Division of Institution and Award Support (DIAS), Office of Budget, Finance and Award Management (BFA). The Branch chief supervises and directly manages a highly skilled staff responsible for the development and execution of policy related to NSF's financial assistance-related policies, procedures, practices, and other Federal regulations and requirements relating to financial assistance.
Duties
As a Supervisory Grants and Contract Policy Analyst (Branch Chief) MP, you will perform the following duties:
Supervise a team of technical experts on matters related to the Foundation's financial assistance-related policies, procedures, and practices, as well as other Federal regulations and requirements relating to financial assistance.
Manage the development, formulation, analysis, coordination, and promulgation of NSF-wide financial assistance-related policies and procedures.
Direct the development and implementation of various NSF policy documents such as Important Notices, the NSF Proposal and Award Policies and Procedures Guide (PAPPG), the Proposal and Award Manual (PAM), the Grants.gov Application Guide, and other issuances. Oversee the annual update to NSF's standard terms and conditions (T&Cs) for use in new and continuing awards each fiscal year.
Oversee the Foundation's Federal financial assistance clearance function.
Oversee NSF outreach activities related to financial assistance policies, procedures, and other requirements throughout the award life cycle.
Engage in high-level discussions and information sharing with NSF recipients and other Governmental and non-Governmental organizations, interest groups, and individuals on all aspects of financial assistance-related policies and practices.
Plan, design, and oversee the execution of assigned projects, studies, or other work that involves the development of major aspects of key agency legal, administrative, regulatory, policy development or comparable, highly technical programs
Qualifications
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the federal government leading a team or managing projects responsible for developing, formulating, analyzing, coordinating, and implementing an organization's financial assistance policies and lifecycles.
Examples of specialized experience include: Developing and implementing financial assistance-related policies, procedures, practices, and other Federal regulations and requirements relating to financial assistance. This includes pre- and post-award requirements relating to all aspects of the financial assistance lifecycle.
