Duties
This Program Analyst position is located within the Resource Management Office (RMO), Chief of Staff (CoS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Conducts complex studies/assessments that require extensive data gathering, analysis and interpretation.
Advises management on the operational effectiveness and efficiency of assigned program(s). Provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions. Advises management on unusual or complex operational issues.
Provides recommendations for, and coordinates the implementation of, strategic programs and operations; monitors execution to ensure success; provides technical and tactical advice, resolves problems, reviews operational status reports and modifies schedules to accomplish duties.
Evaluates the effectiveness of complex program operations in meeting goals and objectives and recommends strategies to improve implementation and evaluation of programs; develops modifications and revisions, and implements procedures to improve the effectiveness and efficiency of program operations.
Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies; initiates, tracks and follows up on cases and studies, ensuring timely completion and regulatory compliance.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Developing, reviewing and analyzing program data in order to develop strategies for improving/enhancing operational effectiveness and efficiency; and
Using a wide range of qualitative and quantitative assessment methods for evaluation and improvement of critical programs; and
Collecting, analyzing and preparing factual information, project papers, briefings and staff reports to senior manage
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
