Duties
As a Supervisory Information Technology Specialist (Infrastructure), you will:
1. Direct and lead comprehensive data analysis to identify potential risk areas in avoiding operational failure. Resolve hardware problems that may require replacing server and network devices. Determine the nature of problems, applies corrective actions. Evaluate new hardware or software and recommends solutions for agency requirements. Make recommendations for short and long-term enterprise systems improvements.
2. Provide leadership and direction to the IT infrastructure team, including hiring, training, workplans, performance management, and career development. Manage, coach and mentors' staff, developing relationships and putting into place systems and processes that allow staff at all levels to contribute fully to the mission. Foster a collaborative and high-performing work culture that encourages innovation, accountability, and continuous improvement. Establish an atmosphere of inclusiveness and ensures adherence to equal employment opportunity law and regulation and merit principles in the management of the work force. Analyze resource requirements, identify staff and position requirements and recommend position, personnel, or organizational structure changes. Set clear goals and objectives for team members and monitor progress towards achieving agency and departmental objectives.
3. Oversee the design, implementation, and maintenance of the organization's IT infrastructure, including network systems, servers, storage, and data centers. Ensure the reliability, scalability, and security of infrastructure components to support business operations and growth. Develop and implement IT policies, procedures, and best practices to optimize infrastructure performance and mitigate risks.
4. Serve as a subject matter expert in IT infrastructure technologies and solutions, including but not limited to networking, virtualization, cloud computing, and cybersecurity. Provide guidance and support to team members in troubleshooting complex technical issues and implementing solutions in a timely manner. Stay abreast of industry trends, emerging technologies, and best practices to recommend innovative solutions that enhance the organization's IT infrastructure capabilities.
5. Lead IT infrastructure projects from inception to completion, including planning, resource allocation, and monitoring project milestones and deliverables. Collaborate with cross-functional teams to define project requirements, assess risks, and develop project plans that align with business objectives. Ensure projects are delivered on time, within budget, and in accordance with quality standards.
6. Oversee the implementation of hosted technologies to ensure information systems reliability and accessibility. Incumbent is considered the Subject Matter Expert (SME) for: Cloud, Active Directory, Storage Area Network appliance, Directory Service replication, Authentication services, Role Based Access Control (RBAC), Group Policy troubleshooting and Public Key Infrastructure; server virtualization technologies; server monitoring tools; as well as other related classes of on premise and Cloud technology such as storage and clustering, data protection, and application platforms.
7. Oversee the implementation of information technology plans, policies, and strategies for networking operations. Apply the latest developments and trends in information technology. Maintain organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies, and ensures that appropriate security procedures are implemented prior to deployment of new systems. Verify application results by conducting audits of technologies implemented and recommends corrective action; prepares instructional material for training.
8. Oversee contingency plans and disaster recovery and back-up procedures for the implementation of network systems. Ensure periodic risk assessment to identify and minimize real and potential risk to continuity of operations. Based on results of risk assessment analysis, develops alternative strategies to neutralize exposure to operations disruption.
Qualifications
To qualify for this position, you must possess IT related experience in each of the required competencies And meet the specialized experience requirement listed below.

Specialized Experience: To qualify for the GS-14 grade level, you must possess one year of specialized experience that equipped you with the skills needed to perform the job duties. Specialized experience is defined as experience providing technical guidance in identifying operational improvements, developing, and leading the enterprise architecture, moderate to extensive experience with VMWare, experience in cloud architecture, experience in migration of legacy systems to cloud environment, and leading process improvements endeavors for an organization. Specialized experience also includes assigning work, providing technical oversight, developing performance plans, evaluating/appraising performance.
