This position is located in the Department of Homeland Security (DHS), Office of the Secretary (OS), Counterterrorism Coordinator's Office (CTCO).
The primary purpose of this position is to manage DHS-wide counterterrorism-related programs, providing advice and consultation to DHS programs and agencies, other Federal agencies, and public interest groups; and planning and conducting complex management analysis projects and studies.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management and Program Analyst, GS-0343-14, your typical work assignments may include the following:
Plans and conducts a variety of counterterrorism-focused authoritative, comprehensive, complex and sensitive projects and studies.
Plans and performs extensive management surveys to determine compliance and agency regulations, procedures, sound management practices, and effective utilization of staff.
Develops workload-based staffing standards to determine organizational manning levels; analyzes and evaluates extensive organization functions and activities being considered for conversion for contract operations,
Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required; and/or analyzes and evaluates proposed changes in mission, operating procedures and delegations of authority.
Prepares and present authoritative findings and recommendations to resolve complex management issues, problems, and conflicts.
Assesses the effectiveness or the improvement of complex counterterrorism program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major DHS programs.

Qualifications
Specialized Experience
To qualify for the GS-14 level, you must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in Federal Service or private/public sector equivalent experience. For this position, specialized experience is defined as:
Mastery knowledge of the laws, polices, and regulations of the Department sufficient to apply new theories and developments to management and program analysis finding and problems not susceptible to treatment by accepted methods; and sufficient to make decisions or recommendations that significantly change, interpret, or develop major Department policies or programs.
Mastery knowledge of a wide range of methods for the assessment and improvement of complex programs, processes and systems.
Expert skill to plan, organize, and implement programs, plans and proposals involving substantial agency resources, and that require extensive changes in established procedures.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
