This vacancy is for a Management and Program Analyst (MP) in the National Telecommunications and Information Administration within the Department of Commerce.
Duties
As a Management and Program Analyst (MP) in the Office of the Assistant Secretary (OAS) of NTIA, you will perform the following duties:
Maintains an ongoing comprehensive knowledge of the overall operations of NTIA and solves or recommends solutions to problems with OAS operations and other activities. Develops, manages, and maintains assigned operations data/information systems. Ensures that the officials are prepared for all scheduled meetings, conferences, and events. Coordinates activities with senior staff to help manage the office and ensures effective flow of communications.
Determines and ensures compliance with existing and proposed programs, policies, and procedures through interface with senior management, review of regulatory guidance, correspondence, and status reports. Reviews and evaluates the programs, policy, and procedures to determine if they effectively and efficiently accomplish the goals, objectives, and mission.
Serves as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program within NTIA. Recommends establishment of new policy, procedures, and regulations as well as changes to existing policy, procedures, and regulations. Performs analyses, guidance, and direction over a broad spectrum of operations and administration issues related to assignments impacting NTIA and the DOC.
Facilitates the preparation, coordination, logistics, and scheduling of high-level meetings, conferences, or other forums. Analyzes specific and general aspects of issues and evaluates findings and provides personal briefings which facilitate the decision on action items.
Communicates decisions and changes in policy and procedures. Accepts or declines invitations to attend meetings, conferences, or speaking engagements.

To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Planning, reviewing, and coordinating administrative tasks to include but not limited to: managing a budget, ordering supplies and equipment, timekeeping responsibilities.
Overseeing calendars for executives and senior leaders, including scheduling appointments, conferences and arranging meetings utilizing electronic mail and electronic calendaring systems.
Providing travel coordination to include but not limited to: preparing travel authorizations and travel vouchers, advising travelers on the Federal Travel Regulations (FTR), monitoring and managing travel documents.
Preparing correspondences, charts, tables, reports, and slides utilizing Microsoft Office 365, and other tools and applications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
