The primary purpose of this position is to serve as the squadrons main focal point for providing expert analysis advice to management, internal customers, and other group command functions. This position will include the development and implementation of local policies and procedures for improving squadron functionality.
Duties
Provide advice on work methods, practices, and procedures, and assists the organization analysis team and/or individual members in identifying the parameters of a viable solution for system generated management indicators.
Responsible for monitoring and reports to squadron management periodically on the organizational analyst functions of lower grade analyst work accomplishments, problems, progressing mastering tasks, work processes and individual and team training needs.
Performs constraint, manpower, and organizational studies encompassing all aspects of processes, and procedures necessary for workload execution and delivery.
Briefs and makes presentations to various high level managers both within and outside the squadron.
Advisement on quality goals and objectives in all activities

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Providing insight on organizational work methods, practices, and procedures from analytical research. Review and Monitor data information to address complex issues related to scheduling, planning, and material control. Provide briefings on operational deficiencies and suggest procedural changes to improve production. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a variety of production data indicating efficiency, financial posture, workload status, labor standard and material standard coverage, etc. squadron operations; and of ALC and AFMC command structure, missions, programs and organizational relationship along with their goals, objectives, major issues, work processes and administrative operations.
Knowledge of the relationship of the various center and production entities involved in overall management planning and execution of logistics support of our military customers
Knowledge and skill in applying analytical and management evaluation methods to policies and directives governing production management and work processes with the Aircraft Maintenance Group, and of management principles involved in major program goals that affect work loading , production costs, work flow and performance management.
Skill in developing new or modified wok methods, organizational structures, management processes and/or administrative procedures; and in adapting analytical techniques and evaluation criteria to the measurement of improvement of management effectiveness and/or organizational productivity
Ability to communicate effectively both orally and in writing; negotiates complex issues and maintains good working relationships with all individual and organizations; and to provide squadron, group and complex levels management with analysis of specific areas of interest . The analysis is provided through oral and/or prepared charts briefings
Knowledge of established quality principles and objectives, standard safety and health practices established policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
