The position reports directly to the Associate Chief of Staff, Geriatrics and Extended Care Service. This position serves as a Supervisory Health Systems Specialist for the US Department of Veterans Affairs for managing care across the health care continuum. Responsibilities are overall planning, development, coordination, implementation, management, maintenance, and evaluation of clinical applications of GEC Services within the STVHCS, with emphasis on improving access to geriatric Veterans.

Duties

All personnel are considered GEC staff; however, all professional activities remain within the traditional service structure. The day-to-day operations of all activities within GEC are the responsibility of the Associate Chief of Staff (ACOS-GEC) and Health System Specialist. Major Duties Identifies information needed to manage, support, and develop critical aspects of the GEC and is routinely called upon to serve in an advisory role, and lead and complete projects related to GEC and its programs from the respective Veteran Health Administration (VHA) national offices, and provide data to be used by senior management and leadership for decision-making and process improvement in those areas. Responsible for management of GEC staff as well as the provision of leadership, strategic direction, and program oversight at the facility level for many GEC programs. Provides overall direction for strategies and initiatives throughout the healthcare system ensuring that all projects are fully integrated with quality and performance improvement to maximize the efficient use of system resources and to ultimately enhance the quality of care. Serves as a consultant for all aspects of GEC, including facilitating problem resolution. The GEC Product Line is an independent functioning service, which has complete control over its budget and other fiscal activities. Provides technical and clinical expertise in collaboration with local, regional, and national offices to assure the consistent delivery of high-quality care services for all STVHCS. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and assigns work to subordinates based on ongoing or changing priorities and employee skills. Identifies developmental and training needs of employees, provides or arranges for needed development and training, and develops performance standards and evaluates employee performance. Exercises fiscal responsibility and oversight in the preparation and execution of the product line budget, in managing expenditures, and recommending reallocation of funds based on shifting product line needs. Responsible for extensive knowledge of the major issues in GEC along with compliance of local, agency and national programs requirements including policy, procedure, mandates and legislation at the local, agency and national levels. Maintains comprehensive knowledge various guidelines, mandates, policies and procedures within STVHCS, VISN 17, VACO, Joint Commission, Commission on Accreditation of Rehabilitation Facilities (CARF), Veteran Land Board (VLB), and OIG. Identifies workload trends and perform statistical analyses to determine resource needs and projections to accurately compile and prepare management reports for fiscal and data validation purposes. Develops and implements policies and procedures in accordance with the needs of GEC by aligning them with the needs of STVHCS and VHA. Collects data from sources such as VSSC, DataMart ect.), analyzes, and prepares data necessary for assuring that GEC meets clinical and managerial performance standards at the VHA, VISN an facility levels. Serves as the STVHCS representative for the State Veterans Home. Responsible for the annual survey to assure it meets standards. Responsible for maintaining current information regarding equipment needs and priorities within the GEC Service. As such, is responsible for the CMR/EIL and monitoring equipment replacement dates; coordinating with Bio-Med for repair; coordinating equipment loans/ trials; and accurately completing electronic equipment ordering. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Formulates Heads-Up Messages and Issue Briefs to be sent to the facility leadership within a specified time following any untoward events related to the State Veterans Home Program, Contract Nursing Home Program, or any other GEC programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing work designed to contribute to the effectiveness and efficiency of the service in providing through, timely, and appropriate information based on current information; evaluating proposed or continuing work against specified goals and objectives while providing both technical and statistical advice and recommendations for improvement; AND interpreting and applying guidelines, assessing program effectiveness, and analyzing and resolving unusual issues or problems. You will be rated on the following Competencies for this position: Developing Others Budget Administration Compliance Communications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
