About the Position: Serves as a Program Analyst for the District Operations Division for providing division wide analytical support, data analysis, and management studies in support of program management and business operations.

Duties

Conduct and/or leads in exploration and investigation of past program and business performance to provide insight and drive performance improvement and more effective business planning. Support development of Operations Division’s annual appropriated budget submission. Mentor numerous lower-graded project support and admin/clerical staff who provide assistance in both program and business matters. Support the Division by collecting data and information, conducting analysis, and providing assessments to assist in the development of business solutions or process improvements. Meet with personnel to evaluate program progress, expenditures, and resource allocations; prepares status reports, and emphasizes areas needing attention. Identify programmatic or business trends in civil works and/or regional business operations. Develop funded work items in Corps of Engineers Financial Management System (CEFMS). Provide P2 support and serves as a technical expert for P2 utilization and instituting processes that improve P2 as an enabler for the Division. Serve as Billing Official (BO) for Operations General Purchase Card accounts.

Experience Requirements: GS-09 Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Recommend solutions involving budget and/or program management; 2) identify funding/cost deficiencies; 3) assist with preparing and/or monitoring operating budgets; and 4) assist with making recommendations concerning budget excess or shortfalls This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes meeting three of the following: 1) Recommend solutions involving budget and/or program management; 2) identify funding/cost deficiencies; 3) assist with preparing and/or monitoring operating budgets; and 4) assist with making recommendations concerning budget excess or shortfalls. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes meeting all of the following: 1) Recommend solutions involving budget and/or program management; 2) identify funding/cost deficiencies; 3) assist with preparing and/or monitoring operating budgets; and 4) assist with making recommendations concerning budget excess or shortfalls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
