This position is located in the Office of Systems Operations and Hardware Engineering (OSOHE), Division of Resource Management and Acquisition (DRMA) and serves as a senior authority expert and advisor in the matters related to SSA's largest acquisitions of IT hardware, software and support services.

Duties

Employee is a senior expert and consultant to OSOHE management, as well as top Agency management officials, and advises them on... [cont'd] issues pertaining to IT acquisition and contract management. Employee is the lead on analysis of reports, policy and other documentation relating to IT budget formulation and execution in OSOHE. Advises and directs and serves as senior OSOHE’s lead to Contracting Officer’s Representative (COR) for the development... [cont'd] of acquisition materials for large, complex IT projects including: Systems Procurement Request, Statements of Work... [cont'd] Justification, Cost/Benefit Analysis, Alternatives Analysis, and Evaluation Criteria. May serve as COR for the Agency’s largest hardware, software and support services contracts. Serves as a senior OSOHE principal advisor and provides senior-level guidance to CORs on complex matters related to the ongoing management of IT hardware, software, and support service contracts. May serve as COR for the ongoing management of the Agency’s largest contracts.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies: must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and responds appropriately. Problem Solving - Identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include all of the following: Level II COR Work that involved the ability to manage software or hardware contracts of significant size and complexity. Extensive experience with dealing with OAG on competitions for new contracts related to software or hardware requirements. The specialized experience is REQUIRED and must be explicitly documented/described in your resume, or you will be disqualified from further consideration.
