The incumbent of this position will serve as the Chief for the Strategic Portfolio Management Branch (PMB) in the Enterprise Project Services Division (EPSD) within the Department of Technology Services (DTS) who can provide subject matter expertise and leadership in strategic portfolio management, planning and policy (Information Technology Investment Management (ITIM), Technology Business Management (TBM), and Capital Planning and Investment Control (CPIC).
Duties
The Strategic Portfolio Management Branch Chief will report to the Enterprise Project Services Division Chief and will play a critical role in providing portfolio management expertise for key investments, products and/or initiatives, leading and driving change across the enterprise, and driving value delivery. This role manages a team of portfolio analysts and a portfolio of IT investments that align with the overall needs of the AO mission and enterprise strategic priorities. The Branch Chief focuses on the overarching strategic goals and how projects and programs align with those goals. In addition, this role will be responsible for helping senior business and IT leadership bridge the gap between strategy and execution, with the goal of improved value realization from business and technology investments. This will be achieved by helping the organization establish and implement a range of capabilities, such as: IT investment management, technology business management, capital planning and investment control, strategic portfolio management, resource and demand management, and program management.
As a strategic portfolio leader, the incumbent will lead and execute programs and/or portfolio management functions; support multiple IT Management Board(s) established by the Chief Information Officer (CIO); collaborate with the Policy and Resource Management Division staff, Enterprise Project Management Branch, and other internal/external federal agencies as required. The incumbent will be assessed by their ability to achieve or contribute toward IT and business-facing metrics, leading change using portfolio management to create a portfolio of strategically linked investment options, and to ensure investment reviews and the governance process is conducted in accordance with the Project Management Institute's (PMI) strategic portfolio management guidelines, information technology investment management (ITIM) framework, capital planning and investment standards, other critical published accepted Government standards and best practices, and IT management board requirements.
The duties of the position include, but are not limited to:
Enabling business value delivery and leading change using portfolio management to create a portfolio of strategically linked investment options.
Overseeing the team of federal staff responsible for enabling and implementing strategic portfolio management capabilities, facilitating centralized decisions on prioritization and resource allocations.
Supporting the Information Technology Investment Management (ITIM) process, Technology Business Management (TBM) discipline, Information Technology (IT) Capital Planning and Investment Control (CPIC) program and is a subject matter expert on the policy and workflows of an interdisciplinary process to implement IT solutions in response to strategic business needs.
Ensuring proper oversight and develop and implement a system for performance measures that improves business outcomes and translates technology investments to business value.
Supporting development of IT modernization plans; work with other business units to establish priorities for IT investments, build business cases, demonstrate total cost of investment; and establish metrics and associated performance measurement tools.
Providing expert advice, guidance, and recommendations to management on critical investment management issues within the context of published accepted Government standards and best practices.
Developing and/or maintaining mechanisms to measure policy effectiveness and compliance. Tracking investments through the governance process ensuring compliance with the IT Investment Management Framework.
Performing other duties as required.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
Providing extensive knowledge in strategic portfolio management
Connecting strategy to execution
Analyzing IT investment portfolios and reviewing current and historic financial data;
Value and risk management;
Strong quantitative and analytical skills for financial modeling and analysis; and
Managing full-time staff and contractors.
