This position is in the Tribal Affairs (AIT) organization of Intergovernmental Affairs (AI), Administrator (A) Bonneville Power Administration (BPA). BPA is a self-funded Power Marketing Administration within the Department of Energy. The purpose of the position is to serve as a Tribal Account Executive responsible for managing BPA relationships with sovereign, federally recognized tribes, and influential regional and national tribal advocacy organizations.

Duties

As a Tribal Account Executive, you will: Serve as the Tribal Account Executive responsible for managing BPA relationships with over 50 sovereign, federally recognized tribes and state, regional and national intertribal organizations on a wide variety of national and regional programs and policies. Be responsible for tracking issues and managing BPA relationships with elected tribal governments and intertribal regional organizations, national tribal organizations and internal BPA workgroups, on a wide variety of national, regional, and agency programs and policies, including issues related to: Federal Columbia River Power System (FCRPS) operations, transmission operations and reliability, the FCRPS Biological Opinion and related fish and wildlife mitigation activities, climate change and carbon policies, energy efficiency programs, , renewable generation resource and policy issues, the Hanford Nuclear reservation, cultural resources, transmission rights-of-way, financial processes, and agency diversity and inclusion initiatives, and power and transmission rates. Advise executive and senior BPA management and other subject matter experts in providing technical expertise and perspective in the development and review of new programs, policies and operational activities that have implications for tribal governments and interest organizations. Serve as a BPA recognized authority on laws, treaties, executive orders, policies, standards, directives, guidelines, programs, and agreements governing relationships with federally recognized tribal governments and tribal interest organizations. Develop and provide internal BPA trainings on tribal issues, culture, history, interacting with tribal entities, and the importance and value of maintaining effective working relationships with tribal entities. Provides educational outreach to tribal entities and schools. May be required to serve as Contracting Officers Representative for BPA grants and agreements and be a purchase card holder; these duties include additional training and certification.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized Experience is defined as: Experience in applying communications principles, methods, practices and techniques, managing relationships with tribal leadership in order to 1) Effectively represent the interests of the organization and agency strategic direction with tribal councils, governments and organizations; 2) Providing authoritative advice and guidance to executives, managers and staff on the interpretation and implementation of policy directives and programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
