The U.S. African Development Foundation's (USADF) mission is to promote growing economic opportunities through enterprise development that leads to improved household incomes in communities in Africa. In the capacity of Program Analyst, under the direction of the supervisor and receiving assistance from other Program Division staff assigned to manage the grant portfolios of countries in West Africa/Central Africa (WACA) or East Africa/South Africa (EASA).

Duties

Assist supervisor and other Program Division staff members in the formulation of milestones, goals, target dates and requirements to evaluate and analyze various aspects of projects and programs. Assist in monitoring status of accomplishment against established schedules on occasion and is task to identify anticipated problem areas and initiate simple corrective actions. Review and analyze the narratives of project grant closeout reports to assist Program Division staff identify innovative and high impact grants in assigned portfolios; and prepare write-ups highlighting grantee success stories. Review audit findings and ensure follow-up on recommendations; and develop and coordinate a variety of basic, routine reports, staff actions, correspondence, and other related actions. Monitor program time frames, project financial and programmatic compliance, in accordance with USADF reporting and data management policies; and research legal, financial, and regulatory material to obtain factual information and/or interpretation for use by the supervisor or other Program Division staff members.

Eligibility Requirements: In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met: Be a U.S. citizen; Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years. Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study. In order to be converted to a term or permanent position you will be required to complete 640 hours of employment. This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. In addition to meeting the Recent Graduate Program parameters and the SPF, applicants must meet the experience and/or education requirements listed below. GS-07 Qualifications Completion of 1 full academic year of graduate level education (Graduate Education: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement). or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree (Senior students can apply for positions prior to graduation and be considered for a GS-7 appointment based on their grades at the time of application. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership). OR 1 year of specialized experience equivalent to the GS-05 level. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes work that involved analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. OR Combination of education and experience. Combination of experience and education: The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. USADF prefers the following degree programs: international development/business/relations, sustainable business, international or public health, public policy, conflict studies, economics, political science, humanitarian services or other closely related field.
