This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico. The incumbent ensures fulfillment of the Federal Government's trust responsibilities relating to all aspects of the Endangered Species Act (ESA) and the resources utilized by tribes of sustenance, cultural enrichment, economic development and support.

Duties

Expert authority for the design, development and implementation of a Regional Endangered Species Program. Region-wide expert in developing technical guidance for the program in coordination with national-level guidance, policies and procedures. Designated region-wide technical representative on high-level scientific committees, task force(s) and panel(s) regarding ecosystems, habitats, plants, animal populations, youth-program, and climate change. Region-wide technical expert tasked with consulting with Federal agencies regarding all biological resources requirements of listed rate and candidate species including critical habitat needs. Region-wide technical expert in ensuring agencies and outside organizations are familiar with Indian tribal sovereignty including all hunting, fishing and gathering rights. TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions and Individual Occupational Requirements for GS-0401: General Biological Science Series). BASIC REQUIREMENT: 1. Degree: biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position. -OR- 2. Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to Natural Resources; PLUS appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the Basic Requirements, applicants must also meet the Minimum Qualification requirements below: Specialized Experience: One (1) year of specialized experience equivalent to GS-12 level in the Federal service, in managing the planning and implementation of an interdisciplinary program as it relates to the Endangered Species Act. Experience in performing and coordinating field analysis, biological assessment or evaluations. Interpret and understand the development and enhancement of trust natural resources, and ability to incorporate them into the cultural resource management process. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
