About the Position: This position is with the Office of General Counsel and located at Tripler Army Medical Center campus, which is on the Island of Oahu, Hawaii. A locality rate of 21.79% has been authorized for Hawaii. A cost of living allowance has been authorized for Hawaii at the rate of 8.90% (subject to change).

Duties

Investigate highly complex medical malpractice cases, and include interviewing doctors, nurses and other health care providers. Obtain answers to interrogatories, admission requests and matters relative to discovery. Process claims from their submission through investigation to final resolution in accordance with regulator guidelines. Perform legal research on pertinent factual and legal issues of cases identified by attorneys. Research cases, laws, statutes, regulations, court rules, policies, procedures, legal periodicals, medical issues, and other legal or medical authorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights

Specialized Experience: One year of specialized experience which includes interpreting laws and regulations; reviewing principles, concepts, and/or methods of legal research and analysis; preparing legal papers; conducting summaries of legal analysis, and providing technical oversight in a legal setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Legal Studies, Criminal Justice-Law, and Law. OR Specialized experience as described above, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. Computed the percentage of the requirements to be met, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
