Duties

This Program Analyst position is located Enterprise Support (ES), Operations Management (OM), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Provides advisory services, assistance and guidance to managers, leadership and employees on wide variety of personnel, employee development, and workforce analysis and administrative management support functions for the agency. Serves as a liaison with the Human Resources Office (HRO) to monitor, coordinate, and report on recruitment, initiating and processing personnel actions, performance management, incentive awards recognition programs, strategic management, workforce planning & employment, Table of Organization, and human resource development; and to advise and assist employee on compensation and benefits, time and attendance/labor and pay procedures, records management, employee relations (misconduct and performance), and grievances. Provide technical assistance to staff. Develops and/or modifies program procedures and requirements, work processes and operations, in order to maintain and/or improve the effectiveness, efficiency, or timeliness of processes and information dissemination. Prepares and maintains the Table of Organization within the realm of strength management and reporting requirements for assigned area of responsibility, ensuring that data requirements and authorizations are maintained on a current basis, from organizational data and mission requirements. Analyzes proposed reorganizations and realignment of functions. Reviews, analyze and prepares detailed automated spreadsheets, charts, and briefings as appropriate to effect timely decision making and implementing changes as required Leads and conducts analysis to make recommendations regarding current HR endeavors, projects, programs, employee development, and workforce planning. Has discretion to ensure alignment of organizational goals, policies, and the requirements of projects, programs, and other endeavors towards Enterprise Support (ES) mission goals. Utilizes partnering in order to facilitate and leverage working relationships with internal and external contacts. Provide guidance and advice to the Directors, Division Chiefs and Branch Chiefs on the most appropriate method or procedure of analysis and evaluation to comply with program requirements while ensuring optimum management strategy, efficiency, and effectiveness. Represents Operation Management, Human Capital Branch and senior management officials in HR meetings, working groups or other meetings, conferences, seminars, briefings, etc. As required, hosts and/or chairs such groups or meetings as required to discuss/resolve controversial matters and convey information relative to proposed changes in the Division.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits); and Experience working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization; and Developing new or modified program policies, regulations and guidelines to determine whether current procedures need to be modified. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
