Duties
This position is assigned to the Labor Relations Office (LRO) of the Human Resource Management Division (HRMD). Provides advisory services to Human Resource Managers and Chief Executive Officers on matters involving grievances, unfair labor practices and the interpretation and application of federal contract provisions. Analyzes problem situations and develops recommended courses of action which meet the needs of the agency while maintaining compliance with controlling statutes, regulations, policies and contractual requirements. Participates in negotiation and/or on-going administration of the master labor agreement and provides assistance to field facilities in negotiation of local agreements. Represents the Bureau of Prisons (BOP) as an advocate before such third parties as labor arbitrators and administrative judges.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-12 and GS-13: There is no substitution of education for specialized experience this grade level. OR Experience: GS12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
GS-12:
Experience providing advisory services to Human Resource Managers or Chief Executive Officers on matters involving employee discipline, grievances, and implementing regulations and applicable labor contract provisions.
Experience responding to grievances, unfair labor practice complaints, disciplinary decision appeals, and making presentations in third-party arbitration hearings.
Experience participating in negotiation or on-going administration of the master labor agreement.
GS-13:
Knowledgeable in statutes, regulations, rules and contractual provisions which pertain to federal sector labor and employment law matters.
Experience providing advisory services to Human Resource Managers or Chief Executive Officers on matters involving employee discipline, grievances, and implementing regulations and applicable labor contract provisions.
Experience representing an agency as an advocate before third parties such as labor arbitrators and administrative judges of the Merit Systems Protection Board.
OR Combination of Education and Experience: If applicable, credit will be given for paid and unpaid experience.
