Duties

An incumbent in this Management and Program Analyst position will be assigned a combination of the following duties by their Supervisor: Cemetery Operations CEMOPS Coordination. Incumbent serves as CEMOPS' liaison to other program offices within the Office of the Deputy Under Secretary for Field Programs and Cemetery Operations (41) and its subordinate organizations, in the rest of NCA and to other federal agencies for the purposes of accomplishing work related to the administration of memorial benefits and cemetery grants and the oversight, operation and maintenance of national and military cemeteries. In this capacity, the incumbent identifies, develops and provides all work products and deliverables for the areas of responsibility assigned to them by their Supervisor. Examples of CEMOPS liaison responsibilities include but are not limited to supporting annual budget allocation and execution in coordination with NCA's Finance and Budget Services and preparing fact sheets, burial option notification letters and other resources for families of recently identified deceased Service members in coordination with casualty assistance elements at Department of Defense. CEMOPS Representation. Incumbent represents CEMOPS on working groups, integrated project teams, planning committees, tiger teams or similar entities as assigned by their Supervisor. When CEMOPS is the responsible office for leading or coordinating a working group (or similar entity's), the Incumbent may serve as the lead/coordinator if assigned to do so by their Supervisor. The incumbent's active participation/representation in these activities includes completion of all assignments, coordinated preparation of contributions with their Supervisor, and routinely briefing their Supervisor on recommendations, decisions and/or deliverables identified by the group. The incumbent can be designated by their Supervisor to speak on behalf of the Deputy Director, Cemetery Operations, and to make certain commitments on behalf of CEMOPS when previously approved to do so by their Supervisor. Customer Service. Incumbent is the primary point of contact for all internal and external customers and stakeholders for the areas of responsibility assigned by their Supervisor. The incumbent establishes, manages and maintains positive, proactive and professional working relationships with all these customer and stakeholder groups, responding promptly to inquiries, providing accurate, complete and consistent information, and briefing sensitive and/or complex issues or concerns to leadership with proposals/recommendations for resolution. The incumbent also develops, drafts, coordinates for approval, issues and monitors compliance with field guidance packages for execution of certain ceremonial and special event activities at VA national cemeteries throughout the year. CEMOPS' internal customer base includes but is not limited to the NCA District Offices and their Executive Directors; VA national cemetery directors and their support staff; the Executive Director, Cemetery Operations; and the Deputy Under Secretary for Field Programs and Cemetery Operations. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a broad range of administrative and operational programs, projects and services, adherence to requirements, and oversight/improvement of programs, policies, and procedures. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
