Duties
As a Public Health Advisor you will:
Work with selected public health projects or portions of a larger public health project that is typically of limited complexity.
Provide basic technical assistance on routine, non-controversial projects or activities that are covered by precedent, established policy, or accepted practice.
Advise public health personnel in development of basic activities to administer an established program.
Provide consultation and assistance on grants, cooperative agreements, contracts, and other awards to assist in meeting objectives.

Basic Qualifications
Undergraduate and Graduate Education
For GS-5/7:
Major study -- any field.
For GS-9/11:
Major study -- public health or other field of study with course work directly related to the work of the position to be filled.

(for GS-5 positions): Experience that provided evidence that the applicant has the potential to learn and perform public health program work, including the abilities to:
Collect and evaluate facts.
Interpret and apply guidelines and specifications.
Use analytical methods and processes to draw conclusions.
Express ideas and concepts orally, in writing, and by numeric and graphic means.
Deal effectively with people.
Specialized Experience
(for positions above GS-5): Experience that provided:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Examples of qualifying specialized experience include:
Public Health Advisor positions -- providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.
Public Health Analyst positions -- conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
Minimum Qualifications:
To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include the following experience: providing advice and technical assistance to Federal government personnel on matters relating to the improvement of their public health activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
