As a Management and Program Analyst with the Office of the Administrator, Office of the Executive Secretariat, Audit Liaison Program Team, you will be responsible for interfacing with external audit organizations to ensure timely, accurate and relevant communication and coordination of external audit activities among and between NASA's Audit Liaison Representatives, Agency management, and technical points-of-contact.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Manages, oversees, coordinates, and executes Agency responsibilities, including administrative activities, associated with the formulation, review and approval of Agency responses to external audit organization reports.
Develops appropriate timelines and milestones associated with activities intended to ensure timely and complete Agency responses to external audit organization reports.
Serves as a technical expert providing implementation guidance, oversight and insight to Audit Liaison Representatives, external audit organization management and staff, and Agency points-of-contact tasked with supporting external audit efforts.
Interfaces with external audit organizations by ensuring timely, accurate and relevant communication and coordination of external audit activities among and between Audit Liaison Representatives, Agency management, and technical points-of-contact.
Exercises independence and applies judgment in the implementation of NASA’s Audit Liaison program, maintaining effective working relationships with external audit organizations and NASA's network of organizational Audit Liaison Representatives.
Designs and conducts a wide variety of reconciliations and analyses of external audit resolution and follow-up activity. Identifies and proposes solutions to management problems that are of major importance to planning program direction.
Identifies and develops system enhancement features and related modifications and/or upgrades to the system of record to facilitate program and process improvements relative to the program.
Facilitates entrance and exit conferences with management-level staff and reviews and analyzes audit data. Tracks and reports on the status of management's progress toward corrective actions.
Develops recommendations for improvements to the management and execution of the NASA Audit Liaison Program activities.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Analyzing and evaluating the effectiveness of programs in meeting established goals and objectives, including the performance of financial or performance audits performed in accordance with Generally Accepted Government Auditing Standards (GAGAS);
Applying Federal law, regulations and policy applicable to an Audit Liaison, Resolution and Follow-up program, such as Federal Managers' Financial Integrity Act (FMFIA), Inspector General Act Amendments of 1988, the Good Accounting Obligation Act of 2019, OMB Circular A-123, and OMB Circular A-50;
Providing assistance to management on the coordination of Audit Liaison Program activities.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading Government Accountability Office (GAO) and Office of the Inspector General (OIG) audits or performing audit readiness activities in preparation for GAO and/or OIG audits;
Facilitating and coordinating audit resolution activities between Headquarters level organizations, field locations, Government Accountability Office and Office of Inspector General;
Developing relationships and partnerships with internal and external stakeholders to provide strategic advice and direction supporting the successful execution of Audit Liaison Program activities;
Providing advice and technical assistance to senior management on the coordination, and execution of Audit Liaison Program activities.
