The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST, GS-0301-12, is to serve as the Self-Assessment Program (SAP) Manager, providing technical expertise to the development of SAP initiatives, concepts, procedures, and programs which enhance systems management and operations.
Duties
Administer the Self-Assessment Program (SAP) program policies.
Analyze current and long-range organizational mission goals and objectives to ensure adequate support to production centers.
Initiate reports to higher management reflecting overall SAP program status, problem areas, and recommendations associated with assigned production area or operational planning initiatives.
Involved in the evaluation of a wide range of administrative, analytical and technical staff support duties, pertaining to the day-to-day operation of the organization.

GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience in: working knowledge of the Air Logistics Command (ALC) maintenance systems, ALC supply systems and the interrelationship between logistics and maintenance; use of considerable judgement based on extensive training experience and detailed knowledge of production directorate functional areas; a high degree of oral and written communication skills plus the ability to train others in Self-Assessment Program goals, objectives, and processes; and knowledge of management techniques, policies, programs, operations, and organizational concepts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the organizations mission assignment, workload, organizational structure, shop capability, limitations, and operating procedures.
Knowledge and understanding of Self-Assessment Program directives and a wide range of associated programs.
Ability to plan and organize Self-Assessment Program resources to accomplish assigned organizational mission.
Ability to apply knowledge to develop local Self-Assessment Program guidelines, policies, and procedures.
Knowledge of fact-finding techniques, analysis, and problem-solving abilities and how to apply these tools in preparing and presenting reports ad briefings to all levels of management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
