The primary purpose of this position is to serve as Resource Program Specialist for a major organization. As the Resource Program Specialist, plans and coordinates the military and civilian human resources, resource analysis, and provides information, assistance and advice regarding the expenditure and utilizing of resources.

Duties

1. Performs developmental assignments. Performs moderately difficult and complex assignments consisting of well precedented tasks to further orient the employee in the application of occupational principles methods and techniques. 2. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity by determining their practices and procedures to use in accomplishing conventional tasks, and interprets and adept guidelines in order to resolve procedural or factual issues. 3. Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization in researching policy and comparing to new methods of guidelines to assess impact. 4. Prepares written correspondence and other documentation. Drafts and prepares a variety of documents to include newsletter items responses to routine inquiries reports letters and other related documents using software such as word processing, spreadsheets, program language, and plotting software to facilitate work.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, FOR THE GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes : (1) Applying principles, concepts, theories, Civilian Human Resources, and commonly used budgetary methods; (2) Analyzing, evaluating, fact-finding, and using investigative techniques to gather data and identify significant factors to recommend solutions; (3) Performing studies and preparing reports, documentation, and correspondence to clearly communicate factual and procedural information; (4) Applying practices of the occupation to perform moderately difficult assignments; (5) Communicating clearly, concisely, and with technical accuracy, both orally and in writing and using word processing and spreadsheets to facilitate work and present reports to a variety of audiences. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FOR THE GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) Planning and organizing programs and coordinating with analysts, contracting, manpower, financial personnel and contractors; (2) Utilizing knowledge of missions, functions, goals, objectives, operations, maintenance, products, services, and sources of funding pertinent to the programs, assigned organizations and related commercial customers; (3) Applying contracting principles, policies, procedures, and regulatory requirements as applies to program management; (4) Utilizing laws, regulations, policies and precedents which affects government and private industry to effectively analyze contract and financial issues involving safety support and contractor-related issues; (5) Determining and negotiating acceptable resolutions to complex engineering/contractual problems and communicating effectively, both orally and in writing. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, military and civilian human resources principles, theories, techniques, practices, mission, and organizational structure of the specific program and/or functional field to support J6 program human resource personnel administrative responsibilities. 2. Knowledge of the laws, regulations, principles, and practices of military and civilian human resources and utilization, manpower programs administration. 3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services to assigned programs. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. 5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and within minimum sacrifice of quality and quantity of work. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
