About the Position: This position is with the Defense Health Agency, Army Medical Center Madigan, with the Department of Medicine, located at Tacoma, Washington.

Duties
Plans programs and manages the annual operating budget consisting of appropriated and reimbursable funds.
Coordinates with various internal facility departments to plan and have a representative conduct a variety of management studies including employee performance, time and motion, cost effectiveness, equipment utilization, and organizational structure.
Maintains a centralized database on civilian hires, and employee performance appraisal for tracking preparation and submission.
Monitors and coordinates access to electronic health records and other health systems.
Serves as the Contracting Officer's Representative (COR) to local Contracting Officer for the administrative support of civilian contracts, the provider and nursing contracts for the Clinic.
Plans and revises work schedules and assignments to assure an even flow and distribution of work, the expeditious handling of priorities, to ensure that schedules and deadlines are met and to meet changes in workload.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Immunization/medical screening to determine inoculation for Measles, Mumps and Rubella, Tetanus, Diphtheria and Pertussis, Chickenpox titer, skin test screening for Tuberculosis, and a series of three immunizations against Hepatitis.
- Hepatitis B immunization is required for all positions with direct patient contact.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Specialized Experience: Specialized Experience equivalent to the GS-09 of Federal Service which includes assisting clinic operations with recruit-fill actions, processing of awards, utilizing electronics health records, working with civilian contractors; and assisting manpower with clinic budgeting.

Education: PH.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration or LL.B. or J.D. if related.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
