About the Position: Position is located US Army Training and Doctrine Command, US Army Medical Center of Excellence, Fort Sam Houston, Texas providing advisory services to faculity and staff.

Duties

Serve as a course manager, instructor/facilitator and training developer for a variety faculty development TRADOC common core courses, local courseware, and workshops. Analyze design, develop, implement (deliver), evaluate, revise, and continuously improve courses, seminars, and workshops for instructor and training developer qualification and professional development. Serve as a program/project manager or liaison for projects and programs related to staff and faculty development; training development and analysis; and instructor/training developer training, qualification, and certification. Stay abreast of emerging trends within adult learning theory, methods, and strategies; deliver education and training to develop instructors and training developers in both face-to-face and virtual environments. Provide expert consultation to training developers and instructors to solve a variety of complex training and education problems. Coordinate with other agencies having policy and operation responsibilities for instructor training and certification to identify and promote best practices.

Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience executing phases of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process; reviewing instructional materials and other training development products; applying curriculum design; facilitating instruction; managing adult learning environments; evaluating and recommending ways to improve the effectiveness and efficiency of instructional programs/courses/lessons; designing and developing instructional curriculum for military and civilian faculty and staff development courses; reviewing course curriculum to recommend modifications and improvements; identifying and analyzing performance skills gaps; identifying needs for training and education; observing/evaluating classroom instruction; providing feedback and evaluation to instructors and training developers; evaluating student teaching and lesson plan development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
