This position is located in the Bureau of Budget and Planning and provides the full range of budget development, to include formulation, justification, and presentation. Position collaborates with program officials to prepare annual budget estimates for the Department, OMB, and Congressional budget submissions.
Duties
Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
Formulates budget estimates and cost-benefit analyses for programs, projects, activities, and personnel and other resources needed to administer programs.
Coordinates the execution of the approved budget, including efforts to adapt budgetary policies, analytical methods, and regulatory procedures for use in budget execution.
Develops cost-benefit and other analyses for recommending changes in funding and budget plans.
Serves as a liaison between OMB staff and bureau budget offices or, within a regional or functional bureau, between the budget office and the executive office, the program officer(s), and bureau management.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience formulating and monitoring the execution of long-range (e.g., three to five year) detailed budgets.
Experience analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the organization's budget and program milestones (e.g., cost-benefit analysis, planning-programming-budgeting, program evaluation review technique (PERT)).
Experience tracking the progress of pending budget authorization and prepares summaries and reports for use in budget planning.
There is no substitute of education for specialized experience for the GS-13 position.
