About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serves as Logistics Management Specialists in the Security Assistance Management Directorate (SAMD) for Foreign Military Sales (FMS) cases involving one or more countries.
Serves as a weapon system manager, independently providing logistics program Total Package Offer support for purchases, transfers and leases of major weapons systems, complex equipment, and extensive support services.
Research foreign government requirements, prepares Letters of Offer and Acceptance (LOA), and ensures delivery and billing, identifies materiel, services and shipping requirements, and projects costs for system life cycles.
Perform Pre-Letter of Request (LOR) tasks.
Develop Standard Request for Information (RFI) Packages for non-PEO/PM managed items to include pricing and availability; capabilities, specs and performance data using a Total Package Approach (TPA).
For any necessary foreign customer visits: Formulate agenda, coordinate location and topics/briefers.
Coordinate site Surveys, logistic support meetings, case planning meetings, etc. necessary to definitize purchaser requirements prior to LOR.
Perform Case Development tasks.
Develops Letter of Offer and Acceptance Data (LOAD) for Basic cases, Amendments, Modifications, Pricing and Availability cases and enters data into Defense Security Assistance Management System (DSAMS).
Prepare internal Case Development Manpower Worksheet.
Conduct Quality Review of cases.
Perform case execution tasks.
Process/issue Army requisitions to support Non-Standard Acquisition Program /(SNAP)/ Government Furnished Equipment (GFE) for responsible weapons systems and commodities.
Conduct cyclic program management reviews/ Initial Planning Review (IPRs) with Program Executive Offices (PEOs) and Program Managers (PMs), and Contractors.
Perform Logistics Support tasks and Perform Security Assistance Financial Reviews.
Perform Business Sustaining Functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must be able to obtain and maintain a Secret security clearance.
- Must file an annual financial statement. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Foundational certification within 36 months as of entrance on duty.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1) Providing contract oversight to monitor performance and schedules; 2) Completing procurement documentation for major weapon systems or equipment; 3) Analyzing contract cost/price projections; and 4) Conducting briefings or drafting reports regarding acquisition programs and logistics.
