The primary purpose of this position is to ensure the effectiveness and efficiency of headquarters staff and USSOCOM components electronic publishing and to perform forms management analyst functions for the command.

Duties

Provides Command Publishing Management Program support for HQ USSOCOM, a USSOCOM sub-unified command, and USSOCOM Components. Provides technical advice, guidance and interpretation of publishing directives to HQ USSOCOM staff and components on how to disseminate, organize and write material in obtaining efficient effective results from their publications. Provides training for publication writers. Collaborates with supervisor to resolve problems and recommends changes to USSOCOM policies accordingly. Attends conferences, seminars and expositions and reviews technical studies and informative publications. Develops, analyzes and disseminates command procedures for preparation of electronic publications. Manages archived electronic files of Portable Document Format (PDF) USSOCOM publications. Finalizes approved publications by completing the 5 step Functional and Electronic Publication Distribution Process. Ensures currency of archived publications. Develops, analyzes, and establishes USSOCOM electronic publications templates with explicit instructions, assuring absolute correct format, and electronic desktop access for publications writers. Resolves trouble tickets (Remedy Account) involving USSOCOM publication templates and publications. Develops, analyzes, evaluates, designs, writes policy, and approves HQ USSOCOM Forms. Analyzes and evaluates DoD and Joint Staff governing directives, and writes command policy for the implementation of forms processing procedures and standards. Provides command-wide technical advice, guidance and interpretation of forms management directives to HQ USSOCOM staff and components. Analyzes USSOCOM forms for necessity, costs, benefits, and paper reduction savings. Establishes control over the analysis, approval/disapproval, numbering, design, coordination, and indexing of standard forms for the command. Manages the FormFlow/PureEdge/lBM Lotus (ICS(IMT))/Adobe Acrobat Training Program. Provides classroom training on the use of FormFlow/Information Management Tools (IMT)--ICS and Adobe electronic forms. Prepares instructional materials required for training. Customizes the training program to emphasize various types of software. Reviews survey results of training provided to identify additional training requirements, modifying course materials as appropriate. Resolves FormFlow/lMT/Adobe trouble tickets generated through the Remedy system. Conducts one-on-one training sessions with personnel that generate trouble tickets, and at the same time resolves their specific software problem. Conducts work measurement, methods and procedures, time standards, and/or benchmarking studies of publications/forms work processes. Conducts surveys and studies and evaluates subsequent feedback to ensure the expeditious and effective processing of USSOCOM publications/forms. Gathers, interprets, analyzes, and correlates large amounts of narrative, flowcharts, and statistical information about workload and productivity. Notes past and present production standards and workloads and deviations from standards. Analyzes and reviews procedures and controls for controlling and managing publishing/forms management functions having an impact on USSOCOM, and prepares and presents briefings.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the understanding of management principles, organizational theory and techniques of analysis and evaluation along with knowledge of standardized administrative practices and procedures to conduct studies of work processes for records, forms, publications, directives, and documentation and in applying analytical and evaluative techniques to address Publications/Forms Management issues of a primarily factual and procedural nature. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functions, principles and processes of Publications/Forms Management; knowledge of CJCS Manual Volume I &II, Joint Staff and Combatant Command Records Management Manual Procedures and Disposition Schedule, as pertains to the disposition of publications/forms record sets; and ability to apply procedures, requirements, regulations, and policies related to publications/forms management, including the ability to maintain credibility with others on technical matters. 2. Ability to access or locate information through the use of a personal computer, internet, intranet, and world wide web (WWW) and knowledge of and ability to use software applications: Microsoft Word, SharePoint, Adobe Acrobat (full suite), SGML, DID, Excel, PowerPoint, CD-Writer, Duplicator, Intranet LAN concepts, FormFlow Filler/Designer, PureEdge ICS Designer/Viewer, IBM Lotus 3.5. Designer/Viewer, etc. 3. Knowledge and skill in applying analytical and evaluative techniques to conduct studies of work processes, to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. 4. Skill in interpersonal relations and ability to communicate effectively orally and in writing. Plan, organize work, and meet deadlines. 5. Ability to plan and execute complex, multi-faceted publishing/forms projects. 6. Knowledge of DoD Joint Staff and Services security directives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDTIONS OF EMPLOYMENT: The employee must be able to obtain and maintain a Top Secret/SCI clearance. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As mandatory requirements for employment, the incumbent is to refrain from use of illegal drugs and if requested, submit to urinalysis testing. Sclectee must sign a statement acknowledging the position occupied is a testing Designated Position.
