National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.

Duties

Project Management Participate in planning, execution, assessment, and improvement of the Field Study Program (FSP) to ensure that individual field studies and events exposing International Fellows to and providing them with a broad understanding of U.S. Oversees the arrangements and logistical support required to execute assigned field studies and events. To include requests for military airlift support, group commercial flight bookings, and arranging hotel agreements. Provides assistance and oversight to ensure the timely requisition, completion, processing, and disbursement of TDY orders, travel vouchers, and reimbursements. Seeks continual process improvement of project management processes to provide visibility of FSP planning and close-out status for all stakeholders. Program Evaluation & Analysis Designs and implements holistic evaluation and assessment approach for ISMO programmatic and security cooperation objectives. Serves as subject matter expert on development of qualitative and quantitative program and project assessments, data analysis, and reporting. Creates visual, data-driven reports about program outcomes relative to objectives. Assesses data to formulate recommendations for program adjustments to address identified shortfalls and improve outcomes. Manages file organization system. Leads annual program review process, including collection, analysis, and presentation of program data relevant to academic outcomes, student assessments, and financial execution. Assists program manager in creating a 2-year plan regarding programmatic direction. Financial Planning and Management Drives program processes and design tools for project budget development and reconciliation. Designs and implements processes for expenditure reconciliation, budget tracking, and spend-plan updating on monthly basis. Tracks availability of funds and manages submission and approval of purchase requests in DAI. Oversees FSP reporting to SATFA, including financial reports prepared by FSP Coordinators. Prepares out-year budget requirements to inform course tuition requirements and FSP rate requests for future years. Identifies ways to affect improvement in the effectiveness, efficiency, and economy of program financial operations. Performs tasks in the Defense Travel System (DTS) associated with the role of either the Organizational Defense Travel Administrator (ODTA) or Reviewing Official (RO). Obtain and administer a Centrally Billed Account (CBA) credit card and/or Government Procurement Card (GPC), ensuring proper authorizations have been received before creating an obligation; maintain documentation for all purchases, and coordinates with the NDU Resource Management Directorate (RMD) to reconcile monthly credit card statement in a timely manner. Data management & visualization Design processes for and oversee management of ISMO program data using relevant database and tracking systems. Design visual data-driven analytic reports and presentation of FSP program academic objectives, assessments, and relevant financial data. Assist in database administration and coordination with NDU-wide database design and management. Program Support Act as deputy to Field & Academic Studies Program Manager, providing overall program management support as required. Manage annual process to produce and submit student academic evaluation reports. Ensure timely delivery of academic support material to students. Create seminar and FSP travel assignments relevant to student interest, class diversity, and logistical requirements. Manage student-facing academic calendar and internal programmatic calendar and insure timely scheduling and notification of events. Develop and maintain library of academic site visits, program briefers, and supporting academic materials for all FSP engagements. Assist in administration of American Studies course Blackboard pages. Assist in scheduling and managing lecture hall and classroom reservations. Serve as ISMO-internal reviewing official for purposes of travel orders, purchase requests, hotel agreements, travel arrangements, and other contracts. Develop knowledge of and expertise in administration of security cooperation, travel, and other DOD policy relevant to the ISMO's programs. Customer support Provide excellent support to IFs regarding travel arrangements, TDY reimbursement, and academic support during Field Study Programs. Provide training, mentorship, and support to ISMO and NDU colleagues participating in planning or attending FSP programs, including university senior leadership. Contributes to meeting the basic needs of IFs and accompanying families by providing advice, guidance, and/or briefings on: housing, transportation, finances, medical needs, school registration, and other administrative functions that promote a smooth transition to life in the U.S. as well as continual academic success at NDU. Performs other duties as assigned.

Requirements

  • Must be able to obtain and maintain a T-3 / Secret level security clearance.
  • The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
  • Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 30 % of the time.
  • The incumbent must be able to successfully obtain and maintain a Secret clearance.
  • Must be a U.S. Citizen.

Qualifications

REQUIRED QUALIFICATIONS Must have Bachelor's degree or higher in applicable degree program from a regionally accredited higher education institution. Master's degree preferred. Experience and/or training in quantitative and qualitative program assessment & evaluation, including survey design, focus group techniques, and data analysis. Experience in financial management, to include budget development, expenditure reconciliation, and reporting in compliance with established policy. Experience developing and implementing project management processes, including utilizing relevant project management and tools. Highly organized and process-oriented, with ability to support team members in adhering to project management processes. Demonstrated ability to analyze data, build reports to specifications required by various types of end-users, including experience using data visualization and presentation software. Experience working in fast-paced environment as member of high-performing team, with rigid deadlines and frequently changing circumstances. Demonstrated record of problem solving and mitigation for long-range and short-range challenges to planned activities. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: Bachelor's degree from a regionally accredited institution of higher education or, international equivalent.
