National Defense University (NDU) supports the joint warfighter by providing Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. The Chief of Staff (COS) works under the general supervision of the Chief Support Officer who provides the incumbent with major policy guidance and otherwise expects the incumbent to function independently.
Duties
This position serves as the Chief of Staff to the Chief Support Officer (CSO), National Defense University (NDU).
The incumbent exercises professional judgment, initiative, and executive leadership while directing, coordinating, molding, and representing the CSO with both internal and external stakeholders.
The NDU-President, Joint Staff, Office of the Secretary of Defense, Board of Visitors and Congress related to National Defense University programs and initiatives.
Directs College Administrative Deans and Functional Executives for which both the scope and impact of the program or organization directed are NDU-wide and have significant impact on NDU mission.
Develops long-range/short-range plans and administrative polices, facilitates regulatory requirements, sets training, budget, staffing, manpower, and logistical/technical support and plans for NDU.
Plans, presents, justifies, and defends program and operational recommendations to senior officials, such as OSD, Joint Staff, OMB, OPM and/or Congressional staff.
Manages operational impacts of critical programs that directly involve the NDU mission relative to national strategy, military policy, mobilization, and management of resources.
Requirements

- The individual selected for this position is required to obtain and maintain a Top Secret/SCI security determination to occupy a critical sensitive position within the agency as a condition of employment.
- Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
Qualifications
You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service.
Specialized Experience:One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-14, within the federal service which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as directing multifunctional organizations and programs, managing a diverse workforce, and resolving complex challenges within resource constraints; experience with complex legislative, policy and regulatory requirements; experience implementing program efficiencies, streamlined business processes, and cost savings initiatives; and experience developing partnerships with internal and external stakeholders.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience for this grade level.
