You will serve as a DIRECTOR OF POLICY & PROGRAMS in the OPERATIONS DEPARTMENT (N3) of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will oversees the integration of all policy, budget, future year programming, human capital management, and program management issues across the N3 staff. You will assess the impact of plans, policies, and resources on an organization's mission. You will develop command input to support the strategic planning process in accordance with organizational guidance. You will verify position description/job description (PD/JD) information to be used for Position Management Board Submissions. You will develop and implement a human capital strategic plan for the N3 Staff. You will establish policy documents that impact the future of business or management transformation. You will allocate resources (e.g., funds, manpower, facility, space) to carry out program operations.

  • You are required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing programs that provide operations support in Fire and Emergency services, Port Operations, Air Operations, Force Protection, Safety and Occupational Health, Emergency Management or Bulk Fuels; 2) Evaluating or developing business management operation policies for Operations Programs; 3) Performing fiscal management to provide resource planning and requirements forecasts for Operations Programs; 4) Advising leadership on resolving policy issues and Operations Programs matters.
