Duties
In this position you will be responsible for:
Applying analytical techniques to various routine and recurring budget analyst duties using knowledge and understanding of budget analysis, financial management, and NIH programs.
Performing routine and specific budget administration functions in the review, formulation, execution, justification, and presentation of assigned budget areas.
Participating in preparing and reviewing NIH budget submissions by developing or checking tabular and narrative portions of formulation budgets, starting with the preliminary budget through the Congressional Justification phase. Researching, compiling, and summarizing grants, training, personal salaries and expenses, object class, and other line item information needed to formulate budget estimates. Selecting and incorporating budgetary information required for formulation of budget estimates.
Monitoring and tracking obligations for assigned ICs and programs. As appropriate, reporting operating level problems to your supervisor and other OB officials.
Analyzing relevant legislation and subsequent Congressional actions with implications for budgetary authority as well as workforce levels, i.e., projected Full-Time Equivalent (FTE) usage, and filled positions, i.e., estimated headcount).
Requirements

Qualifications
You qualify at the GS-09 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Applying financial analysis techniques to review and monitor budget data, spending, or historical/economic trends. 2. Assisting in presenting (e.g., co-presenting) financial findings and technical information to leadership. AND 3. Preparing reports summarizing financial and technical data.
OR
Completion of a Master's or equivalent degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; your education is related to the position.
OR
A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
