The primary purpose of this position is to serve as the single focal point, Command OPSEC Program Manager (PM) with the Headquarters (HQ) Air Force Materiel Command in developing guidance for MAJCOM implementation.
This job announcement will be used to gather applications that may or may not result in a referral or selection.
Duties
Establishes, develops, and maintains effective working relationships with HQ USAF, HQ AFMC directorates, centers and installation senior leader.
Makes OPSEC risk assessments and risk management mitigation strategies/recommendations based on intelligence-derived threat issues that require deviations from synthesis of policies that can have national implications.
Works as the alternate STINFO PM which develops, implements and administers the Scientific and Technical Infromation (STINFO) Program for the Air Force Materiel Command.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Security Administration Series 0080.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes experience in establishing, developing and maintaining effective working relationships with directorates, centers and installation leaders as well as providing policy and guidance; ensuring all subordinate organizations are identifying and controlling critical information for each operation; identifying weaknesses and formulating plans to correct program deficiencies and developing intelligence and counter- intelligence relationships necessary in order to support programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert ability in developing, analyzing, and evaluating security programs to meet mission requirements and improve processes and policy for the protection of technology.
Knowledge of the intelligence enterprise to support and promote information sharing and strategies.
Ability to communicate orally and in writing, clearly, concisely and accurately.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Knowledge of government contractual practices and requirements for development and purchase of USAF acquisition programs and or supporting programs/projects. Must be familiar with Defense Industrial Base Security organization, operations and management practices.
Ability to conduct MAJCOM and subordinate unit compliance inspections, advise, and propose improvements, solutions, and corrective courses of action.
Thorough knowledge of scientific and technical information generated or managed by AFMC acquisition and logistics organizations across various operating locations, DoD acquisition policies, and working knowledge of scientific and technical information managed by other AFMC organizations.
IDEAL CANDIDATE:
Makes OPSEC risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that require deviations from or synthesis of policies that can have national implications. Applies innovative techniques as most risks cannot be pre-defined and remain broadly generic. Complexity of duties is amplified as useful precedent often does not exist, technological advancements constantly change parameters for problem solutions, and unknown events significantly change circumstances. Collects, assembles, analyzes, and assesses background, data and other intelligence information. Develops processes, methods and recommendations to defeat intelligence gathering or risk exposure of information and ultimately prevent the compromise, loss, and/or unauthorized access/disclosure, of OPSEC sensitive information. Derive appropriate protection of information regardless of physical form or characteristics, over the life cycle of the information, including actions to regulate access to sensitive information, controlled unclassified information and classified information. Initiates projects, data requests, and plans broad research and analysis programs. Analyzes major problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving one or more security disciplines and provides cost effective, efficient, and productive solutions to ensure mission success.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
