About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Coastal and Hydraulics Laboratory, Flood and Storm Protection Division, River Engineering Branch.

Duties

Supervise and lead a branch staff comprised of 46 engineers, scientists, technicians, and support staff. The River and Estuarine Engineering Branch conducts basic and applied research and development (R/D) and scientific/engineering support services in the following business areas: watershed restoration, hydraulic and sediment engineering to improve navigation in rivers, design and maintenance of flood protection projects in river and lake settings, emergency flood fighting and emergency breach repair, hydraulic and sediment engineering in arid regions, sediment management, influences of dam removal, and design and maintenance of erosion control structures (both natural and man-made). Provide leadership in developing and updating Branch strategic business and marketing plans that are consistent with Division, Laboratory and ERDC plans. Lead implementation of elements contained within the strategic plans. Identify future resource needs (funding, technical skills and staff, tools, and facilities), and acquire them. Establish and maintain good working relationships with other agencies, interest groups, professional associations, internal and external clients, and team members. Review study proposals, progress reports, and final products for technical quality, consistency, and adequacy. Generate, cultivate, and market ideas for research and mission support work. Form interdisciplinary teams to meet sponsor needs and lead teams as required.

Specialized Experience: One year of specialized experience which includes: 1) hydraulic and sediment engineering to improve navigation in rivers and estuaries, design and maintenance of flood protection projects in river, lake and estuarine settings, hydraulic and sediment engineering in arid regions, sediment management, influences of dam removal, and design and maintenance of erosion control structures (both natural and man-made). 2) leading an interdisciplinary (scientific, engineering and support services) workforce; 3) marketing and securing new research and development and mission support work; and 4) planning and executing multi-discipline research and development projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-2 (GS 11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-4 (equivalent to GS-12/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
