This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), Payroll Operations Division, Review and Analysis Branch (RAB) that provides payroll, payroll accounting, and tax accounting services to client agencies.
Duties
Coordinates and ensures that all financial transactions in the Federal Payroll/Personnel System (FPPS) are properly identified, classified, and recorded successfully in the automated accounting system Financial and Business Management System (FBMS).
Analyzes payment schedules from FPPS and FBMS to make certain all payments are certifiable as to accuracy, balance, completeness, and are legal obligations of the government under the appropriation symbol or funds involved.
Coordinates the execution of software programs to record payroll transactions in FBMS general ledger cost accounts/cost structures, and trial balance.
Analyzes transactions recorded in accounting system suspense accounts to assure that all transactions are properly resolved.
Assigns and reviews the work of subordinates; approves leave; writes performance standards; provides performance evaluation ratings to subordinates; takes minor disciplinary actions as warranted.
Identifies developmental and training needs of employees and prepares training forecasts as appropriate.
Qualifications
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience that is equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience reviewing, researching, analyzing, and processing payroll/financial transactions to ensure completeness and accuracy of data, identifying and resolving problems in the payroll/financial system, communicating complex related payroll requirements, procedures and/or regulations to personnel, other branches, client agencies, and other Federal regulatory agencies, and exercising leadership or supervisory responsibilities to include planning, assigning, and/or reviewing the work of others;
OR
B. Have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields: Accounting, Finance, Business Administration, etc. (Note: Applicants who select this response must provide transcripts as verification of their education);

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
