The incumbent serves as a Communications Specialist providing support to Livermore Field Office (LFO ) by performing a series of strategic communications functions to facilitate LFO mission activities.

Qualifications
This position can be filled at the NQ-02 target 03 pay band or the NQ-03 pay band.
NQ-02 pay band ($74,642 - $140,713)
NQ-03 pay band ($128,717- $191,900)
SPECIALIZED EXPERIENCE REQUIREMENTS
NQ-02 - A qualified candidate's online application and resume must demonstrate at least one year of specialized experience and/ or education equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NQ-01 band or GS-7 grade level.
Specialized experience for this position is defined as: (Must meet least 3 of the 4)
Experience in analyzing, interpreting and communicating complex ideas orally and in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
Experience creating and manipulating digital media, such as digital images, video, audio, and electronic documents to communicate with diverse audiences.
Experience with planning, organizing, and executing special events and meetings.
Experience assisting programs, specifically Freedom of Information Act (FOIA), by implementing guidelines, coordinating program strategy, and communicating with various stakeholders.
NQ-03 - A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 pay band or GS-12 grade level.
Specialized experience for this position is defined as: (Must meet least 5 of the 6)
1. Ability to analyze, interpret and communicate complex ideas orally and in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
2. Experience creating and manipulating digital media, such as digital images, video, audio, and electronic documents to communicate with diverse audiences.
3. Ability to prepare reports, memos, fact sheets and presentations for management or external customers.
4. Ability to lead training sessions and coach others in communications principles and strategies.
5. Ability to plan, organize, and execute special events and meetings.
6. Experience managing programs, specifically Freedom of Information Act (FOIA), by implementing guidelines, coordinating program strategy, and communicating with various stakeholders.

Education
NQ-02 PAY BAND ONLY
Master's or equivalent graduate degree in a field as described in the vacancy announcement.
OR
2 full years of progressively higher-level graduate education leading to a master's degree in a field as described in the vacancy announcement.
OR
A combination of graduate level education and experience as described in the vacancy announcement.
