The purpose of the position is to serve as the integrator that coordinates the business process and software functions for clinical services. The primary functions of this position ensure the business process is in place to support the implementation of new and updated information technology systems related to clinic profile management application and its integration into patient management and scheduling processes, and integration with hardware.

Duties

Duties to include but not limited to the following: Application Oversight Provides business oversight for a variety of software programs integral to the overall administration and operations of clinical and clinical support services. Responsible for the coordination and training for service and facility staff in business and functional areas for various information technology VISTA packages and additional business office programs Researches and validates all requests from services and will coordinate with Managerial Cost Accounting (MCA) and/or Compliance staff, or other technical consultants, to ensure information accuracy. Provides technical supervision as a subject matter expert to clinics with and without service-level clinic profile builders; assisting services with clinic establishment requests Coordinates with the responsible office(s) for medical center workload to ensure the accuracy of the data in VISTA. Ensures the accuracy of reports related to both inpatient and outpatient scheduling and clinic profile efficiencies/utilization. Business point of contact for business implementation of new software or devices that use the applications. problem solver with the special ability to integrate overall knowledge of the service system with VISTA applications and to be innovative in the process. Application Setup and Management Responsible for all aspects of application software for establishing, modifying, or improving clinic establishment in VistA and provide expert direction to Leadership and their support staff, including the application as it affects other software. Has ownership of the clinic profile request process for the creation of new clinic builds and direct responsibility for grid creation of services without service-line clinic profile builders. Expected to have an in-depth understanding of the complexities of application software, clinic set up, and provide technical direction and education, as necessary, to ensure clinics operate as required for patient care, that they accurately reflect clinician availability, and provide audit for potential compliance issues as clinics are reviewed, modified, or created. Incumbent is responsible for ensuring optimal supply and demand is accurately reflected in the finished product. Establishes and maintains clinics in kiosks adding new clinics and updating clinic information as required. Eliminates inactivated clinics from kiosks. Provides oversight of clinic updates and exclusion for the automated telephonic appointment reminder (Audiocare) and text messaging appointment reminder system. Process Improvement Participates in the establishment of administrative qualitative standards; the objective of which is intended to improve programs, facilities and operations. Maintains a close working relationship with various program officials. This, in addition to his/her knowledge based on personal observation and understanding of management practices, results in effective and practical qualitative standards. Coordinates and provides recommendations in the application of standards that affect the service. Coordinates ongoing data collection and basic analysis and uses knowledge of System Redesign principles to determine organization performance. Training and Education Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Provides training for individual users on daily operational tasks and trains new users. Trains service employees and facility employees in the use and application of the programs, such as in grid management and scheduling, to ensure that information is entered and managed correctly to provide institutional improvements, such as optimizing clinic utilization. Trains users in resolving minor processing and application problems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing and coordinating a variety of software programs integral to the operation of programs; coordinating the process with software functions; supporting clinic grid capacity, applying fact-finding approaches and continuous quality improvement mechanisms; providing factual data on various subjects; installing software and evaluating applications to ensure compatibility; setting up parameters for hardware and software operations; troubleshooting to identify problems and facilitate corrections; extracting and compiling data from large databases such as those used for large multi-facility online patient medical records systems or similar databases; utilizing data management applications such as Microsoft Access or Excel; experience in refining data and creating reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of progressively higher-level graduate education. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. GS-9 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: understanding and implementing data processing documentation procedures, administration operations, clinic grid capacity, workload capture and reimbursement to effectively maximize the capture of data using the applicable technology or software package. Examples of Specialized experience may include implementation of System Redesign principles to determine organization performance; writing updates to end-user manuals, utilizing structured analysis and automated design methodologies to assist with recommendations on plans, proposals or designs to improve efficient and productivity; tracking information for cost analysis, workload, trend analysis, efficiency, effectiveness, and productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
