The primary purpose of this position is to serve as a Configuration and Data Management Specialist and perform specific portions of configuration, data, engineering data, deficiency reporting, airworthiness, and digital materiel management tasks in support of a Division/Branch.
Duties
Performs and executes Configuration Management (CM) tasks in the CM discipline areas.
Provides CM requirements for program plans and processes and contractual documentation.
Performs and executes Data Management (DM) tasks in accordance with relevant AFLCMC Standard Processes.
Provides DM requirements for program plans and processes.
Executes Engineering/Technical Data Management (EDM) in accordance with relevant AFLCMC Standard Processes.
Plans for and utilizes digital technology band tools to support a digital ecosystem.
Executes Deficiency Reporting, Investigation, and Resolution (DRI&R) in accordance with relevant AFLCMC processes.
Plans for and utilizes digital technology to support a digital ecosystem.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience including expert knowledge of configuration and data management policies as specified in Air Force regulations, manuals, military specifications and standards, and organizational directives. Knowledge of contractor estimating and pricing techniques as related to proposal evaluation. Knowledge of and skill in the use of principles of negotiations as required to reconcile diverse opinions that can arise from conflicts in engineering change proposals and contract change proposals evaluation, including contracting, configuration, data, engineering data, and audits. Knowledge of the SPO's and contractor operations and familiarity with the various management and technical abilities involved sufficient to enable an understanding of technical and procurement terminology and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of configuration, data, engineering data, deficiency reporting, airworthiness, and digital material management policies and processes and the skill and ability to execute CM/DM best practices in a digital ecosystem using digital tools.
2. Knowledge, skill, and ability to adequately review specifications, engineering drawings/models, and release processes.
3. Knowledge of data protection processes and data rights regulations; ability to evaluate CUI, STINFO, and Intellectual Property markings for accuracy; and skill to challenge incorrect, non-conforming and non-justified markings.
4. Knowledge, skill, and ability to write complete and precise contractual language and assess Contractor proposals.
5. Ability to plan, organize, and conduct briefings, change management boards, review boards, and configuration audits.
6. Ability and skill to identify discrepancies and develop corrective actions for internally/externally-observed discrepancies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
