You will serve as an IT Specialist responsible for performing work that involves a wide range of Information Technology and Communications (IT&C) activities that include tactical and commercial field deployable networks, tactical communications architecture planning and management, tactical communication policy and standards development, and training. This position is located in Virginia Beach, VA in the NAVY EXPEDITIONARY INTEL CMD -NEIC.
Duties
You will frequently coordinate with Type Commander staff, logistics facilitators and amongst NEIC staff directorates to refine user level requirements to plan, establish and manage tactical communications objectives for current and future needs.
You will participate in working groups, meetings, or conferences where knowledge and experience are judged necessary for technical advice, and make recommendations, including changes or modifications, when appropriate.
You will research, advise on, and inform Chain of Command on Information Technology and Communications policy and guidance issues., and assure compliance with governing DoD and DoN security policies.
You will analyze, revise and create tactical communication operating procedures and directives in support of the organization's mission.
You will make recommendations on Navy and joint tactical communication and outline the best courses of action for combined command and control.
You will manage Electronic Key Management System (EKMS) handling, storage, and control in accordance with the latest naval instructions.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- Incumbent may work weeks other than Monday-Friday.
- This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary work role of 723.
- The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
- This position may require a 2-year DCIPS trial period requirement.
- This position requires a periodic polygraph examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1) Recommending and implementing policy governing tactical communications and Electronic Key Management System activities, procedures, resource management, space management and related administration;
2) Conducting training and certifying personnel on tactical communications systems and equipment in accordance with organizational standards;
3) Conducting system and equipment maintenance to improve operational efficiency;
4) Preparing technical papers, presentations and reports to provide briefings to senior management officials on IT issues.
