This position leads the Operations and Analysis Unit (OAU) in the Office of Open Source Intelligence (OSN), Directorate of Threat Investigations and Analysis (TIA), Bureau of Diplomatic Security (DS). You will serve as the Supervisory Intelligence Operations Specialist of the OAU, which includes two teams that focus on domestic threat monitoring priorities and on-demand crisis monitoring support to Regional Security Officers (RSOs) operating overseas.
Duties
Provides direct supervision of OSN personnel, creating and approving work assignments and schedules, exercising delegated managerial authority to set annual and multi-year program goals and performance objectives.
Manages daily operational requirements and provides technical guidance and direction to the Watch and Special Projects staff as needed.
Leads 24/7 Watch operations, providing comprehensive open source Intelligence products that incorporate complex research to enhance the execution of coordinated intelligence and security operations by the DS offices both domestic and abroad.
Develops and oversees focused crisis and emergency drills and preparedness exercises. Provides intelligence-based expertise to the Office and TIA Directorate, performing strategic planning and analysis for implementing new office initiatives.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience preparing intelligence briefing papers, reports, strategic plans, and/or proposals in support of the organization mission, strategies, and goals.
-Experience in collecting and disseminating intelligence information.
-Experience defending recommendations and serving as an authority on matters related to the analysis of security-related open-source materials.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-15 position.
