About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4GK05 HQ JOINT SPECIAL OPERATIONS COMMAND.

Duties

Serves as the Command Interagency Liaison Officer to the Intelligence Community (IC), Law Enforcement, and other government agency (OGA) HQ. Provides direct and frequent consultation to the Commander, and his staff, principally his Director/Senior Officer of Intelligence and Director of operations (DO) on interagency policy issues. Serves as the subject matter expert on interagency coordination and planning. Works as a team builder to foster consistent interpretation among Command personnel and across the entire enterprise. Assigned as intelligence community, interagency advisor and Command representative on certain deployable interagency teams. Responsible for designing, coordinating, and preparing interagency operations. Responsible for interagency analysis and formulation of near-, mid-, and long-range resource requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 30% of the time.
  • May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
  • Must be able to comply with all federal agency security and medical requirements in order to obtain Staff-Like Access.
  • Following initial adjudication of Staff-Like Access, must be able to maintain qualifications for required access in order to perform temporary duty with other government agencies as directed.
  • Designated Mission Essential: May be required to report for or remain at work during inclement weather or when operations are disrupted, as mandated by management. *See the Additional Information section.

Experience integrating and synchronizing the efforts of multiple agencies and departments to ensure Command requirements are satisfied. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
