As Procurement Analyst, you're responsible for coordinating & implementing acquisition policies set by the National & Regional Offices. Serve as adviser to Regional Commissioner staff & other internal & external customers interpreting policies governing respective program areas. Location of position:  Public Building Services, Acquisition Management Division, San Francisco, CA; Sacramento, CA; San Diego, CA; Los Angeles, CA; Laguna Niguel, CA; Phoenix, AZ; Tucson, AZ, OR Las Vegas, NV.

Duties

As a regional procurement authority, the incumbent is responsible for the analysis and evaluation of contracting matters and the initiation, development and recommendation of contracting policies, procedures, guidance and control for all regional PBS contracting activities.  As a designated regional representative for this key policy area, he/she participates in the development of policy at a national level with Central Office, Office of Acquisition Policy, designated contracting experts from other regions and other high level PBS officials. Develops and recommends contracting policies and procedures for regional PBS organizations.  He/she provides advice and guidance on contracting matters to top-level regional service managers.  He/she coordinates the regionwide PBS implementation of Government and GSA-wide acquisition policies directed by Central Office, Office of Acquisition Policy and national PBS acquisition officials. As a Federal Acquisition Regulations (FAR) and General Services Acquisition Manual (GSAM) expert, serves as a procurement advisor and consultant for PBS contracting staffs in the region, ensuring they are kept up to date on all procurement policy changes including changes to the FAR and GSAM clauses. Incumbent performs a variety of data analysis, management, and monitoring in relation to the integrity and oversight of key procurement related Electronic Information Systems (EIS).  EIS includes, but is not limited to, EASi FPDS-ng, SAM, and CPARS, a contractor performance system. Demands of implementing, administering, and overseeing the procurement databases is especially challenging due to continual evolution and modification of software applications, requiring ongoing training and mentoring to personnel throughout the Service.

The GS-13 salary range starts at $117,776 per year for San Diego, CA. The GS-13 salary range starts at $120,246 per year for Los Angeles, CA. The GS-13 salary range starts at $120,246 per year for Laguna Niguel, CA.  The GS-13 salary range starts at $108,012 per year for, Phoenix, AZ. The GS-13 salary range starts at $105,268 per year for Tucson, AZ.  The GS-13 salary range starts at $105,542 per year for Las Vegas, NV.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below:(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.   3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
