As Supervisory Contract Specialist, you make strategic and resource allocation decisions; provide highly technical professional advice and guidance to senior managers on contracting matters.
Location of Position: Public Buildings Service (PBS), Acquisition Management Division, San Francisco, CA; Los Angeles, CA; San Diego, CA; Sacramento, CA; Las Vegas, NV; Phoenix, AZ; Tucson, AZ; OR Laguna Niguel, CA. We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Sets objectives for the Branch. Working with Section Chiefs, determines the most efficient and economical manner by which to accomplish assigned workload, establishes priorities, and provides positive direction to subordinates on goal attainment and methodology.
Monitors special provisions of contracts to assure compliance with socioeconomic programs, labor-related statutes, subcontracting requirements, and sustainability clauses.
Analyzes the functions and tasks assigned and determines how best to use employees' skills. Working through subordinate supervisors, assigns tasks and adjusts workload to meet program needs. Develops materials to justify staffing and budget requests and takes positive action to meet changing priorities.
Oversees and coordinates the successful operation of a portion of the Regional Contracting staff which is responsible for performing duties involving the full range of pre-award, award and post-award contracting activity for the Pacific Rim Region PBS. Personally and through subordinate supervisors and staff, provides advice on policy, technical training, expert troubleshooting and addressing the full range of other professional matters that arise to ensure the most effective and efficient operation of regional contracting activities.
Monitors Branch program measures and results. Participates in the development of work measurement systems on a regional level and as requested, communicates procurement initiatives and goals and performance standards to individual employees. With subordinate supervisors, follows up to ensure employees are meeting their goals and takes positive action to improve performance. Ensures the timely completion of work of satisfactory quantity and quality by carrying out various supervisory tasks.
Collects and disseminates best practices and process improvements. Ensures appropriate sharing across Branches. Manages allocation of Branch resources; tracks and forecasts resource utilization and coordinates demand planning.
As a warranted Contracting Officer on actions referred, based on own analysis and subordinate's recommendations, makes final determinations relative to award of contracts, price adjustments, deviation from contract terms and conditions, supplemental agreements, final decisions, change orders, disclosures, cost benefit studies relative to value incentive provisions and other related matters.

The GS-14 salary range for San Francisco, starts at $152,105; Los Angeles, CA starts at $142,094; Phoenix, AZ starts at $127,638; Tucson, AZ starts at $124,395; Sacramento, CA starts at $135,107; San Diego, CA starts at $139,176; Las Vegas, NV starts at $124,719 or Laguna Niguel, CA starts at $142,094 per year.
1102 Qualifications GS-13 & above:You must meet the requirements in 1, 2, or 3 below:
1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
In addition to meeting the basic qualifications above you must also possess one year of specialized experience equivalent to the GS-13 in Federal Service. Specialized experience is experience analyzing business unit processes and applying procurement management standards and procedures to coordinate acquisition, administration and termination of regional service and construction contracts.
