This position is located in the Education Service office at the Mann-Grandstaff VA Medical Center, Spokane, Washington. The purpose of the position is to perform administrative functions that include administration, human resources management, budget and finance, management analysis, office support services, document control, logistics, contract liaison and a variety of related administrative matters in Education Services.
Duties

Duties include but are not limited to the following:
Administratively responsible for the coordination and enduring documentation of all medical center continuing education (CE) processes
Serves as fund control point official for multiple control points
Performs budget execution functions
Ensures that overall supply needs/services for the Education Service are met in a timely manner
Serves as a Contracting Officer Representative
Performs contract supervision and management
Manages contract invoices
Performs program/project implementation for large educational programs
Establishes administrative controls
Collaborates with other administrative staff to coordinate educational programs/projects such as meetings, conferences, etc.
Develops both long and short-range policies and plans
Assists in strategic planning for Education Service
Conducts management studies and cost-benefit analysis
Reviews and develops best practices
Develops additional goals and policies, as needed, to programs related to new/amended directives from Veterans Health Administration, Joint Commission, OIG, etc.
Demonstrates resourcefulness in fact-finding and analysis of program data
Ensures timely submission of recurring and non-recurring reports
Provides administration assistance such as documentation, database creation/maintenance, desktop publishing, recording/documentation of minutes, email assistance, scheduling of meetings/events, scanning of documents, etc.
Implements administrative policies and procedures
Performs other related duties as assigned
Work Schedule: Monday through Friday, 7:00am to 3:30pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify at the GS-7 grade level, you must meet the following requirement:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Support Assistant, and that is typically in or related to the position to be filled. Specialized experience includes utilizing knowledge of a full range of administrative functional areas (i.e., purchasing, supply and property management, records management, financial and budget, related administrative areas, etc.); collecting and analyzing data for the preparation of reports and maintaining databases; and performing management analysis duties (i.e., analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs). Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects (less than 15 pounds) such as files, books, and papers. Some intermittent walking, standing, and bending. No special physical qualifications are required.
