This vacancy is for a Program Analyst in the Minority Business Development Agency (MBDA) within the Department of Commerce. In this position you will analyze and advise management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of management, or both; reporting directly to MBDA's Chief of Staff.
Duties
As a Program Analyst, you will perform the following duties:
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives. Evaluates and advises on organization, methods, and procedures.
Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. Develops procedures and systems for assessing the effectiveness of programs/ management processes.
Directs and develops plans for project teams or other groups in accomplishing/producing projects/studies.
Interacts with persons outside the bureau and with high level program officials in a moderately structured setting to identify and develop ways to resolve problems directly related to program goals and objectives.

To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as:
Evaluating and recommending improvements to business operations to achieve department-level objectives and goals.
Overseeing administrative activities such as personnel, projects, policies, and information resources to facilitate program operations within a large organization or department; and
Serving as an advisor to senior management on program policies, methods, and procedures within an organization or business department.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
