This position is located in the GAO, Human Capital Office (HCO), Strategy, Policy, and Internal Operations Center (SPIOC). SPIOC directly supports the executive leadership of HCO, and is responsible for the internal administrative functions of the office. To learn more about HCO visit: HCO

Duties

As a Management Analyst, PT-0343-2, your typical work assignments may include the following: Develops criteria and procedures to conduct studies, reviews and/or program evaluations related to HCO program operations and processes. Identifies and develops process improvements; instructions and/or guidance through coordination with subject matter experts; and monitors progress towards meeting program objectives. Gathers and analyzes a variety of qualitative and quantitative data in order to develop solutions to complex issues and determine the potential impact on human capital programs, operations and activities. Recommends the development or revision of policies and procedures to support changes. Researches new or improved business and management practices for application to operating and administrative programs. Identifies best practices in productivity and organizational and program improvement, and recommends options and alternatives for implementation within HCO program, technical, and/or administrative operations. Collaborates with stakeholders to develop plans to support the implementation of recommendations. Utilizes various automated systems and associated modules and tools such as National Finance Center (NFC), HR Connect, USA Staffing, and Statistical Analysis System (SAS) to develop, interpret and analyze data extracts and reports. Results of analysis are used to support recommendations that contribute to decision making; aid in the development or modification of program objectives and resource utilization; and improve the performance of operating programs. Collaborates with key staff and managers to review internal processes and procedures and makes recommendations for improvement to promote efficiency and cost-effectiveness. Assists with developing methodologies and strategies to improve services delivered. Analyzes customer needs and identifies ways to resolve or address issues, which directly affect the accomplishment of principal program goals and objectives. Works with stakeholders to develop plans that align activities, core processes and resources to accomplish desired results. As required, serves as project manager on a variety of special projects that may cross organizational lines and involve all aspects of project planning and management.

Qualifications

You may qualify at the PT Band II level, if you fulfill the following qualification requirement: One year (52 Weeks) of specialized experience equivalent to the GS-12 or NEXT LOWER BAND AC-IV, PT-1, PE-I, CS-I in the Federal service that demonstrates your ability to: researching and compiling data in an HR environment; applying qualitative and quantitative techniques and evaluation methods to analyze, evaluate and improve the efficiency of operations relating to HR programs and the delivery of services; and proposing and recommending changes and strategies for more efficient and effective HR operations.
