The incumbent functions as the South Florida Area Director covering four work units in Miami-Dade and Broward County. These work units include Port Everglades, Miami Seaport, Miami Air Cargo, and the Miami Plant Inspection Station (PIS).
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Overseeing the Miami PIS operations, which includes Convention on International Trade in Endangered Species (CITES) regulation enforcement, inspection and treatments
Controlling a budget of over $8 million dollars and directs the work of a staff of 84 employees comprised of professional, technical, and administrative personnel
Direct/administer the Federal Export Certification program for plants and plant products within Miami-Dade and Broward County
Interpreting risk data to develop resource plans, prioritize work, and recommend project proposals to the Science and Technology Core Functional Area (CFA).
Work with trade and commodity organizations, growers, state and federal officials to educate and inform on export requirements for meeting foreign country import requirements.
Managing and/or supervising a staff of Identifiers, including two National Identifiers, located in Port Everglades and the Miami PIS
Establish and implement safeguarding risk management measures to mitigate identified pest risk associated with imported commodities
Oversees a diverse workforce of 84 employees, the vast majority of whom are represented by two separate bargaining units.
Provide direction and documentation to Investigation and Enforcement Services (IES) personnel to forward civil and criminal violations for adjudication
Requirements

- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- The work is often sedentary, but does involve periods of walking, standing, or driving a motor vehicle, particularly while visiting other work sites for which the incumbent has managerial responsibility.
- A valid, state-issued driver’s license is required in order to operate a Government-Owned Vehicle (GOV).
- Work is usually performed in an office setting, but visits to other sites and to port locations may involve exposure to high winds or high temperatures and crowded or constricted maritime docks or ship cargo areas.
- Although rare, this position may require occasional weekend and holiday work to oversee employees.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Building and leading a team of supervisors and employees to detect and prevent agricultural pests and diseases from entering or leaving the United States through a port of entry.
Establishing and maintaining strong interpersonal relationships and partnerships with internal and external stakeholders serving as a technical expert on plant-related import/export operations.
Managing fiscal and human resources including employee and labor relations and overall employee performance management.
Defining objectives, interpreting policies, and determining their effect on program needs; independently planning, designing, and carrying out the work to be done.
Performing assignments that involve initiating, formulating, and planning as well as executing major studies or continuing specialized projects for a plant pest and disease program.
Note: There is no education substitution for this grade level.

This education must have been successfully completed and obtained from an accredited school, college, or university.
